The Honolulu Authority for Rapid Transportation (HART) currently uses the City & County of Honolulu’s Division of Purchasing system for all procurement and award notices. All existing and prospective bidders, proposers, vendors, contractors and suppliers must register in the system to receive information about ongoing procurement activity. Disadvantaged Business Enterprise (DBE) Program – 

HART contracts millions of dollars in federal transportation funds.  As a result, HART is required to have a Disadvantaged Business Enterprise (DBE) program which establishes non-discrimination practices and measures. A DBE is defined as a for-profit small business that is at least 51 percent owned by minorities, women and other socially economically disadvantaged persons, and who is the day-to-day manager.  

HART has established a DBE program in accordance with the regulations of the U.S. Department of Transportation (USDOT). HART has received federal financial assistance from USDOT and as a condition of receiving this assistance, HART has signed an assurance with the USDOT that it will comply with 49 CFR Part 26.
